Instead, consider studying at the Dresden IP LLM, Bucerius LLM, or Hannover LLM programs, which offer LLM studies in English. I have never actually studied here, I have only visited the campus.
I must say that the building looks quite inconspicuous for something intended to be "the jewel and symbol" of Saarland University [to quote from Wikipedia].
Some other buildings in the campus look considerably more respectable, both in size and in design.
